Idea #1: Quality of life.
Create a cross-agency corps of civilian city employees to enforce quality-of-life noise, construction, and pollution ordinances.
The quality-of-life team could use 311 data maps as well as proactive observation to enforce noise codes, truck-idling codes, building codes, and construction-work codes.
The team would focus on stopping violations rather than monetizing them. The city should discontinue its strategy of charging violators fines to continue their offensive behavior.
The team would work toward two goals:
1. Ensuring equality of quality of life for all New Yorkers, no matter where they live.
2. Reducing strain on higher-paid uniformed police, who must respond to complaints when civilian agencies don't.
